CALIFORNIA PROFESSIONAL ENGINEERING

California P.E. Stamp Services

Engineering review and California P.E. sealing support for permit projects that require licensed professional engineering. We start with the actual plans, calculations, jurisdiction comments, and project scope rather than treating the seal as a generic add-on.

WHAT CALIFORNIA ACTUALLY REQUIRES

The engineer must be responsible for the engineering work.

California Board rules require professional engineering documents to be signed and sealed so the engineering work can be clearly attributed to the licensee in responsible charge. The engineer also dates the signing and sealing. California defines responsible charge around control and direction of professional engineering work and the engineering decisions that only a professional engineer can make.

That means an existing drawing may be useful input, but it is not automatically ready for a California engineer to seal. The engineer may need to review assumptions, revise details, request supporting information, or develop calculations before accepting responsibility for the work.

Current Board rule

California’s 2026 Board Rules state that engineering documents must be signed and sealed in a way that attributes the work to the licensee in responsible charge.

WHEN ENGINEERING MAY ENTER THE PROJECT

Common California permit situations.

Whether a P.E. is needed depends on the actual project and the reviewing authority. These are common triggers for a professional engineering scope.

A
Structural scope

Foundations, framing changes, beams, retaining elements, significant additions, or other work requiring structural analysis or design.

B
Civil / site scope

Supported grading, drainage, site-development, or related civil-engineering items where technical design or calculations are required.

C
Plan-check corrections

A city or county reviewer requests engineering calculations, design details, signed and sealed drawings, or a professional response.

WHAT TO SEND

A California review starts with evidence, not assumptions.

  • Property address and city/county reviewing the permit
  • Current architectural, structural, civil, or site plans
  • Plan-check comments, correction notice, or permit checklist
  • Survey, existing-condition information, and relevant measurements
  • Previous calculations, reports, geotechnical information, or engineering documents
  • Photographs and a clear description of the proposed work
WHAT THE ENGINEER REVIEWS

Typical engineering questions behind the stamp.

The exact review depends on the discipline and project, but professional responsibility generally means the engineer needs enough control and knowledge to evaluate the engineering decisions within the sealed scope.

Loads & forces

Where relevant, the engineer may evaluate gravity, lateral, wind, seismic, soil, hydrostatic, or other design forces.

Materials & systems

Framing, foundation, retaining, drainage, structural, or civil systems are reviewed against the project requirements.

Code criteria

Applicable design criteria and reviewer requirements inform the engineering analysis and details.

Final documents

The engineer reviews the final work product that falls within their responsibility before signing and sealing.

DRAFTING VS ENGINEERING

Do not confuse a permit drawing with an engineered design.

Site plan drafting

Shows property layout, project location, setbacks, dimensions, access, and agreed permit information.

Engineering

Addresses technical design, analysis, calculations, professional judgment, and responsibility for engineering decisions.

PROCESS

California engineering review workflow.

01

Document review

Plans, address, jurisdiction, comments, and available technical information.

02

Scope confirmation

Identify engineering work, missing inputs, calculations, revisions, and deliverables.

03

Professional review

The licensed engineer evaluates the work within the agreed scope and area of competence.

04

Final issue

Final engineering documents are prepared for the agreed permit or project use.

CALIFORNIA P.E. FAQ

Questions clients ask before engineering review.

Does every California site plan need a P.E. stamp?

No. The need for engineering depends on the project, applicable requirements, and the authority reviewing the permit.

Can an engineer stamp a drawing that is already finished?

Only after the engineer has enough involvement and technical basis to take responsibility for the engineering work. Review, changes, calculations, or additional information may be required.

Can California engineering documents be signed electronically?

California Board rules permit electronically generated seals and electronic signatures, subject to the applicable professional and agency requirements.

What if I only have a correction notice?

Send it with the current plans and property address. A written reviewer comment is often the best way to determine the exact engineering issue that needs to be addressed.
